PROHIBITION OF COMMERCIALIZATION OF PRODUCTS CONTAINING CARBOSULFAN AND FENTHION

Between April 28 and May 9, 2025, in Geneva, Switzerland, the Meetings of the Conferences of the Parties to the Basel, Rotterdam, and Stockholm Conventions were held. At the 2025 Rotterdam Convention Meeting, related to the sound management of chemicals and their wastes, an important decision was made to classify the chemical pesticides Carbosulfan and Fenthion as extremely hazardous. As a result, they were included in Annex III of the Rotterdam Convention, which already lists other substances such as Endosulfan, Metamidophos, Terbufos, Benomyl, and Carbofuran, among others.

In Ecuador, there are currently some registered products that contain the active ingredients Carbosulfan and Fenthion. It is expected that the competent authority, in compliance with Constituent Mandate No. 16, will soon prohibit their importation and commercialization. This will occur once the AGENCY FOR PLANT AND ANIMAL HEALTH CONTROL – AGROCALIDAD issues a resolution based on the decisions taken under the aforementioned Rotterdam Convention, officially banning the importation and commercialization of registered products containing Carbosulfan and Fenthion, as well as the registration of any new products containing these active ingredients.

Article 18 of Constituent Mandate No. 16 expressly prohibits the importation and commercialization of agricultural pesticides listed in Annex III of the Rotterdam Convention.

The time it typically takes for Ecuadorian authorities to issue such resolutions is approximately one year. Therefore, as of today, products containing Carbosulfan and Fenthion may still be marketed. However, the authorities have already initiated the necessary procedures for drafting the corresponding resolution.
