ECUADOR: GUIDELINES FOR REGISTERING CHEMICAL PESTICIDES FOR AGRICULTURAL USE

The process of registering chemical pesticides in Ecuador, whether internationally or domestically manufactured, is regulated by Decision 804 of the Andean Community of Nations and Resolution 2075, the Andean Technical Manual for the Registration and Control of Chemical Pesticides for Agricultural Use. Domestically, Resolution 0020, known as the Complementary Technical Manual, further facilitates the implementation of Decision 804.

Registering a chemical pesticide in Ecuador typically takes around two years and involves the following steps:

  • IMPORT PERMIT: An import permit for sample testing must be requested to conduct efficacy trials. The authority grants approval based on a previously submitted efficacy trial protocol, justifying the required sample quantities.
  • APPROVAL OF THE EFFICACY TRIAL PROTOCOL: This must be submitted following the guidelines established by the regulations above.
  • INSTALLATION OF THE TRIAL: While efficacy testing may be conducted quickly, coordinating and obtaining approval from authorities can be time-consuming. To register a chemical pesticide, two efficacy trials must be conducted in two different agroecological regions of Ecuador.
  • APPROVAL OF THE FINAL TRIAL REPORT: Once the efficacy trial is completed, a report must be submitted to the authorities for approval. An external company accredited by the authorities must certify the trial’s execution
  • SUBMISSION OF THE REGISTRATION FILE: The registration file must include all legal, technical, and toxicological information about the product, as outlined by the Andean Technical Manual. An Environmental Management Plan (PMA) and an Environmental Risk Assessment (ERA) must also be provided.
    The complete registration process in Ecuador takes approximately 24 months.

Although Colombia, Bolivia, Peru, and Ecuador, as members of the Andean Community, follow the same regulatory framework (Decision 804), harmonization of pesticide registrations among these countries has not yet been implemented. As a result, registrations must be conducted individually in each country, following the same requirements.
